Wildflower see mixes are one of the most giveable gifts there is, since it's nearly foolproof. Wildflowers are very hardy and grow all across the US, so they'll find a home anywhere they can be grown, such as flower gardens or on the periphery of vegetable patches. These variety-filled packets of seeds offer a bunch of different flowers, and they're very easy to plant and grow, only requiring a rake and a half hour or so of time. 

Trowels/Hoes

If you know a gardener who has gone through eight cheap plastic trowels in the past two seasons, then a sturdy, metal tool is the way to go. A high quality trowel or hoe is something that some gardeners may want but never buy for themselves, so finding one in their stocking will definitely be a welcome sight.
